You don’t want to be stuck in a contract with a crappy landlord. There are some technically legal loopholes they may try to exploit, my opinion is it’s a red flag they will be crappy landlords. There is no non scammy way to answer that question other than you’ll be refunded. Ask why it’s not refundable if no background check is done. If they aren’t running your background check, there is no cost to them. You were told applications would be submitted in the order received.

You may also want to check that the “owner” is actually an owner. Ask them what their policy is on homeowners renting rooms/homes, background checks, and payment for them. There should be either an HOA or management company you can call directly. Since the owner has not told you, I’d Google the address or drive by and look for a sign. So at this point I'm wondering if this isn't just a way to get some extra cash easy, I mean there's a nice bedroom, folks are desperate to rent, easy 50 or so bucks for each application (non-refundable of course) - couple of peeps a day. According to the owner they (housing community) will only accept a money order to cover the fee, that I am to give both to her and she will submit them.
